I upgraded to Beta II, but the middle mouse button panning does not work as well as in Beta I.

If the mouse is moving while the middle mouse button is pressed, it will not grab & pan.

If I stop the mouse, press the middle mouse button, and then move the mouse, pan woks well.

I did not experience this behaviour in Beta I.
