Is Surveyor's UnitSystem only intened for use on its own?

When SUS (Surveyor's UnitSystem) is selected in DraftSight without making any other changes to Unit System settings this system seems to function as it should. However, when – as is needed for survey drafting use – angular rotation is changed to “clockwise” in Unit System settings results from SUS appear to be inverted (North to bottom instead of top).

Additionally, when “Base angle” in Units System settings is moved to the top – again as needed for survey drafting – this rotates the SUS and it is no longer correctly oriented.

These two problems make SUS unusable except as a stand-alone setting (ie the user is not going to use the full circle angle system). That significantly reduces its usefulness in a land survey environment. I believe that the two systems should work together in such a way that equivalent data produces identical lines. That is not currently my experience.

Is there something I am missing? Or does SUS need to be made more compatible with the whole circle system?
