Icons change size between monitors

I'm using DraftSight Ver 2018 x64 SP2.1 on a Microsoft Surface PRO 3.

The majority of the time when I move the DraftSight window to a monitor other than the Surface Pro, the icons in the Tool Matrix get larger.  The Tool Matrix then occupies 1/3 of the screen width and I have to scroll down to select the icons in the bottom 1/4 of the Tool Matrix.  The icons will re-size themselves correctly when I move DraftSight from the external monitor back to the Surface Pro monitor.

This does not always happen.  Sometimes I can switch between monitors, the icons stay "size appropriate", and I can take advantage of my wider external monitor.  I can't determine what causes this, but sometimes (not always) it will re-set itself if I shut down and restart my Surface Pro.

This is not an issue with any other software I use on the Surface Pro, only with DraftSight, so that points me away from Microsoft issues.  I've been using DraftSight since V1R3.0 (or earlier) and it hasn't always worked that way, just in the last year or so.  Any thoughts or suggestions?
