How to set DraftSight units as metres not inches?

I am using the free version of Draftsight 2018, SP2.1, to make a simple map. Starting with a blank drawing, I have inserted a reference image, a DWG map and a DXF map. These are loaded without any scaling (as far as I can tell) and the units are metres. I have also done Format/Units System and set the Block units as metres.

In Sheet mode, I can set a scale of 1:100. This should mean that 1 cm on paper represents 1 m in drawing units.

Unfortunately when I print it out and measure the paper, 1" on paper represents 100 drawing units. So Draftsight thinks my drawing units are inches. I have not told it this! How can I change it?

Of course one solution would be to make a custom scale such that "1:1" mapped 0.0254" (drawing) onto 1" (paper) i.e. 1" onto 1 m. Surely there's an easier way?
