I would like to use a Google Earth image in Sheet view, with my modeled items imposed over the top of the Google Earth image

I know how to do this in Model view, but using the image in Model view makes it too cluttered. I've inserted the image into sheet view but can't make the image go behind the items I've drawn in Model view. I've tried "Send to Back" and "Send under Entities", but the image still covers the modeled items. I suspect it's something with the viewport, but that's where I need someone's wisdom.
