I need to make a part that has holes centered 10 degrees off the 0 and 180 degrees of a circle. One on each side.  I tried it with angular and no luck.  Next I set the polar settings to display additional guides at 10 and 350 and also 170 and 190 degrees.  That also didn't work for me.  Then I just told Polar to set up a incremental angles every 10 degrees.  Another failure.

I know DS will do this, I have a drawing right in front of me.  What am I not doing that is preventing me from replicating this part to different dimensions.

If you do know please tell me in language a beginner will understand.  The guy who normally does this is gone and now I need to figure it out.  So I almost certainly won't understand anything but the most basic commands.
