with some files, the xref is overlaid at an incorrect origin point. For example: I have two DWGs, DWG1 and DWG2. Both DWGs have the same origin for the coordinates. If I copy an element from DWG2 and paste it onto DWG1 using the "pasteorigin" command or by specifying the coordinates 0,0,0, the copy is accurate. However, when I try to insert the entire DWG2 as an xref onto DWG1, the two DWGs are not correctly aligned and are slightly offset, as if they have different origins. This is not the case, and I have demonstrated this by successfully pasting an element using "pasteorigin."
