DraftSight 2021 - Drawing a line with key entered length and angle issues

I am attempting to simply draw an 11-3/4" line at a 90 degree angle from my clicked upon start point. I am encountering one of two issues:

Issue 1: Click Draw Line. Click Start Point. Key Enter 11-3/4" length and hit tab to accept. Key enter 90 degrees and hit enter to accept. Instead of the desired line, I get a line that starts from indicated start point and ends at coordinates of 11-3/4" at 90 degrees from 0,0 origin resulting in a 403' long line. This only occurs when inputting fractions in the length field. (Pictures of before and after enter key below)

Issue 2: Click Draw Line. Click Start Point. Key enter 11-3/4" length and hit tab to accept. Key enter 90 degrees and hit tab to accept. Both Length and Angle Boxes show green checkmark and are greyed out. Hit enter to accept and line disappears. Previously I have noticed that after hitting Tab key to accept Angle usually cycles back to Length field, but now neither field is selected until Tab is hit a third time. I assume Draftsight is expecting a 3rd input but I don't see any prompt in the command window.

As one can imagine, it is incredibly frustrating not being able to draw a simple line . . . and I have scoured through the various drawing settings to no avail
