Just forced to upgrade to 2019 and having issues. 

First, how to get rid of that annoying pop-up toolbar that appears every time I click on anything, and is usually in the way of what I want to click on next?

Second, I'm having an issue with the grips on dimensions. If I want to reposition the end of a dimension leader in either direction, or use the arrow grip to change the position or align with adjacent dimensions, nothing happens, or it bounces back to a particular position as if it's locked into it. Three dimensions that should have taken 30 seconds or less took me 10 minutes to get properly positioned. How to fix this?
