Win 7 Pro x64, 4Gb Ram

I have attempted a clean \\uninstall \\ reinstall

By this I mean:

uninstalled, removed the roaming directory(for Draft Sight), program data directory (for Draft Sight) and the program files directory (for Draft Sight).  Removed the registry entries.

[-HKEY_CURRENT_USER\\Software\\Dassault Systemes]

[-HKEY_CURRENT_USER\\Software\\Dassault Systemes\\DraftSight]

[-HKEY_CURRENT_USER\\Software\\SWActivation]

[-HKEY_CURRENT_USER\\Software\\SWActivation\\K2]

Performed a registry cleaning.

Logged in as a local Admin acount and re-installed (attempted both as elevated "Run As administrator" and just simply double clicking the installer.  Neither installation method after clean uninstall resolves the issue.

Antii-virus has been disabled during install\\uninstall, MS Security essentials is also disabled, Windows defender has been disabled.  (note I have tried with and without win defender disabled)

I have changed the graphics properties to most updated driver, and set all 3d options to best performance or application specific.

Nothing seems to be working, what am I missing here?
