Difference between Component Edit and Edit BlockAttribute Values

I have an existing drawing.  I want to edit a block and have the values I update update in all the other instances of that block.  Typically you would explode the block, change the values, create the block and name it the same and it updates all the other blocks.  I have one block in my drawing though that acts different though.  Its the block that was created for my title block.  All I have to do to change the values is double click the block and the Component Edit window pops up.  I select that block name, hit ok, edit what I want to edit and then save the changes.  After saving the changes all the other instances of that block update automatically.  When I double click on other blocks, I get the Edit BlockAttribue Values window so the only way to change one block and have them all update with these blocks is to explode them and then create them again.  What is the difference between these two blocks, or maybe the one for the title block isn't even a "block" because it acts different than the others.  If I could I would like to have everything act like the title block because it's much easier to edit and save then to explode a block and then re-create it.
