Default Location for block library

I recently installed Draftsight V1R5.0 on an HP Z420 workstation running Win7 & x64.

My problem is that I cannot set the default location for the block library files and then have the Insert Block dialog open at the specified default directory.

The default directory in the options dialog points to my library location but the appropriate dialog won't open there.

When I open the Insert Block dialog and then browse to find a block, it opens the file explorer at the last location to which the drawing as a whole was saved.  Once I save the current drawing the default insert block browse dialog  opens to the directory the current drawing is saved into, not the design library location.

This is particularly frustrating as I use Draftsight (up till now very effectively) to design fluid power/hydraulic circuits which require the use of a lot of blocks saved to the design library.  Every time I have the need to insert a new block I have to scroll through the file explorer to the block's default location.  This doesn't only happen for the first block but for every block I use and sometimes there can be 20 to 30 blocks in a circuit.  Its time consuming and frustrating not being able to have the default location accessed from a single click of the browse button in the Insert Block dialog.

I have tried to find the appropriate key in the registry to edit, but no luck there either.

 I think this was first a problem with V1R4 and I upgraded to V1R5 thinking it would fix the problem, but to no avail.

I may have to go back to an earlier version, most likely V1R3 if there is no answer here.
