Using clean install of DraftSight V1R3 x64 on Windows 7 X64...
I'm having a huge problem with Copy with Reference followed by Paste.. It will paste as normal the first time, but the second time I CwR a different set of entities and then attempt to Pase, it will bizarrely paste the first entities. It seems the Clipboard retains the first entities or something.
Here are the steps to reproduce the problem:
First, in File A, Copy with Reference (Ctrl-Shift-V) multuple entities "A-1", then Paste as Block" (Ctrl-Shift-V). Next, Copy with Reference (Ctrl-Shift-V) different entities "A-2", then attempt to either Paste (Ctrl-V) or Paste as Block (Ctrl-Shift-V). Entities "A-2" do not paste, instead entities "A-1" re-appear.
Next, switch to a different open file "B", then attempt again to either Paste (Ctrl-V) or Paste as Block (Ctrl-Shift-V) entity "A-2". Entity "A-2" will correctly paste.
Next, close File A. Then re-open File A. Repeat Copy with Reference (Ctrl-Shift-V) different entities "A-2", then attempt to either Paste (Ctrl-V) or Paste as Block (Ctrl-Shift-V). Again, entities "A-2" do not paste, instead entities "A-1" re-appear.
The only work-around so far, seems to be to completely exit DraftSight and re-open the offending drawing. Then I can make only one copy with Reference before the problem appears again!
Further, if I go back to File A and make repeated attempts to Copy with Reference (CwR) different entities (Copy A-1, A-2, A-3, etc) followed by Paste, then it will eventually but somewhat randomly release the first set of entities, and paste the second entities. So, roughly speaking, attempting to paste A-2 will actually paste A-1, then later attempting to CwR paste A-3 will actually paste A-2. However, I can't determine the exact pattern.
It's a real serious issue in my drawings where I need to continuously need to Paste with Reference.
This problem did not occur in V1R2.
