According to on-line help for "Locking Layers":

When you lock a Layer, you cannot select or modify entities on the Layer.

In DraftSight 2018 SP1 this is not working as described. Both direct clicking and window selection affects locked objects. See attached video (WebM VP8) and example drawing.
