Anyone inserting blocks through the API?

I am using InsertBlock2, and when the insertion point is being selected block graphics are displayed and follow the cursor, but block attributes are not diplayed.

Is this the correct behavior?  I expected the API insertion to have the exact same look and feel as a native insertion, which does show the attributes.
