I have the "fill in email address, slight freeze , no confirmation message,when restart get asked again issue"

This is a brand new xp install, no startup programs running. I am the administrator. no firewall or antivirus running.

Have tried in safe mode with networking.

I have been through the activation errors pdf.

What else can I try ?
