Can three point alignment be used with 2-D images & drawings,, or just two point?

I am trying to overlay a 2-D Google Earth Pro image with a 2-D CAD Drawing, and the Align command does not seem to work correctly when I mark 3-Points.

My Google Earth image has three Placemarks on it, but when I align all three points to the corresponding CAD points, the google earth image only scales to possibly 1/4 of the scale needed.

When I align the same image on the same CAD drawing using only two points, the image scales correctly, but I was hoping I could get a more accurate overlay using three points.
