I'm looking for guidance on how to model a specific setup constraint in ORTEMS, and I'm having trouble applying it correctly.

We have two separate groups of injection molding machines:

• Group A: 15 machines with 3 dedicated setup Tools.
• Group B: 16 machines with 2 dedicated setup Tools.

The key is that we can only perform a limited number of simultaneous setups per group (3 for Group A and 2 for Group B), but production can run on all machines at the same time.

My goal is to model a constraint that ensures a secondary resource (the "setup Tools") is consumed only during the changeover/setup phase of an operation, not during the entire production run.

How can I configure the Setup Matrix or the operation settings to link the consumption of a secondary resource to the setup activity itself, and not to the entire operation? Any step-by-step guidance on where to find this setting would be greatly appreciated.
