Let me first introduce the background and confusing, the product we used is "DELMIA Quintiq Macro Planner" which for doing long term plan. The overall policy we setup is "JIT" which means minmum stock volumn. But this cause another problem that is when the demand wave too much, the production capacity can not utilize in a smooth way, you will see the graphy like below:

For the low capacity which just use "19%" or even "0%" is not acceptable in the real production situation, so we try to change the strategies in optimizer and add a new stratagy "Minmum unit capacity" by also configure the "min load percentage" of the production line. 

But after we running the optimizer again, we found another problem, even we have calculated the total capacity which needed and just setup the duration time of "min load percentage" in a short period, we found the final plan include a product which have no demand or forecast in the future. Means we utilize the capacity but it not used for produce the product that we need in the future.

So I have 2 questions: 

1. Why the system prefer to choose an item which have no demand to fill the capacity but not to advance the other items which have real demands in the future?

2.If we want to minimize inventory levels while ensuring production utilization, how to configure the policy and stategy? Is there a policy can both including "JIT + ASAP" by setup different duration period? Or just adjust the strategies in optimizer is also worked?
