How to use Test and Resolve items (Test or Resolve Family items)

Test or Resolve Family items in Component Family

1. Select All or Selection from Items Selection
2. Select Resolve items (standard naming)
3. Click "Execute"

The corresponding warning window appears and execution is not performed.

There are no locks for other users.

I opened only component family and tried "Test and Resolve items"

When the warning window appears, How can I solve this problem? 
What should be checked?
