Purpose: Creates an expandable thumbnail from an image from the Imaging  Collection.

Image to Thumbnail Element takes a record containing one or more Image nodes,  and converts the Image specified by the Input Image Tag to a PNG byte array.  This data is placed on the property list, then converted into a Reporting  Collection compatible element.

The element created can be clicked by the end user to open a larger preview  of the image, in a popup window
