Job Title: Workplace Planning & Implementation Manager

The role is business critical and has been exempted from the Civil Service recruitment freeze.
Main Purpose of Job
To manage the allocation, utilisation and planning of office space within the UK, providing senior staff with the required management information in order for key planning decisions to be made in line with the FCO accommodation strategy and Estate Directorate’s policy decisions. The FCO’s London Estate comprises entirely of listed grades 1, 2* and 2 buildings.
In partnership with the FCO’s Facilities Management (FM) provider, you will co-ordinate the activities of a number of internal service providers to deliver accommodation changes on the Estate, monitoring their performance against the appropriate contract and/or service level agreement.
You will ensure that, following a change to accommodation usage, all record drawings/asset registers are fully up-dated and stored.
You will act as a single point of contact for all customer requests that require a more detailed investigation, or are of a sensitive nature, before being passed to our FM service provider/others to deliver and to monitor the progress of such requests through to completion.
Roles and Responsibilities
Premises Management
- You will receive requests for changes to accommodation from staff, service providers, other Government Departments.
- You will consider the impact on current accommodation when assessing whether the requests can be met and challenge those requests that do not comply with the FCO’s accommodation policy/principles and advise accordingly.
- You will prepare detailed options for meeting viable requests, including assessing impacts, for review by the FCO’s Accommodation Committee.
- You will be confident in your ability to deliver difficult decisions.
Contract Management
- You will set up and maintain regular performance monitoring meetings with service level managers and other service partners.
- You will participate and provide input into the formal Service Level Governance and Intermediate Level Governance meetings as required and ensure escalations that require a decision are managed and actioned correctly within agreed response times.
- You will have the opportunity to provide input to the development of service specification improvements, and manage customer expectations accordingly. You will bring innovation to the management of the workplace where possible.
Resource Management
- You will have responsibility for the management of a variable budget of circa £300k.
Stakeholder Engagement
- You will develop and maintain productive relationships with customers/building users/FCO departments and representatives of the FM service provider. The FCO hosts a number of high profile events for ministers and visiting foreign dignitaries and you will have the opportunity to work alongside colleagues in the preparation for these events.
Person Specification
You must be a British Citizen. Satisfactory Security Check (SC) security clearance is a condition of appointment. For more information about this process, see this link. You must have been resident in the UK for two out of the last ten years immediately prior to your application. (Please note: at least one year of which must have been a consecutive twelve-month period, unless you have served overseas with HM Forces or in some other official capacity as a representative of Her Majesty’s Government, or have lived overseas as a result of your parents’ or partner’s Government employment.)

Minimum Criteria
- Relevant experience in delivering FM services together with some management experience in FM.
- Experience of space planning in an office/environment together with a working knowledge of Auto Cad or similar.
- Confident in the use of IT systems.
- Meeting the minimum standard of the competences listed below.
