There's a tWiP about running a template from dispatch, have you VAR pull the files from the VAR Portal under:

Home > Products > Product Data Management > SOLIDWORKS Enterprise PDM > This Week In PDM - tWiP

tWiP 60 epdmTemplate - Launch any EPDM template using Dispatch.

I think there's a bit of coding involved but it's not bad.
