This is test data I've had for a very long time. I have used it to show people how to create a power law material model in Excel. These PowerPoint slides (taken from a one-day SCC class several years ago) explain a bit about power law plasticity models. There is a long history of the use of various types of power laws in plasticity. The standard power law model in Abaqus is the Johnson-Cook form.
