Why are outages not shown in the support status page.

Over the last week we have had a system upgrade to 23x and just after the upgrade the platform was down globally for a couple of hours.
See the attached RRS feed log.
However, even though the platform was down in both cases the cloud availability tracker shows no sign that there was any issue.
This seems incorrect. Please could you explain why the tracker doesn't show the correct status (note the 22/11/2022)
