Before 2023xFD03, Change Request, Change Order, and Change Action only accept "Approval Route" Template for approving the process. "Approval Route" Template restricted all tasks within it as "Approval" task. In 2023xFD03 release, Change Management domain allows for the usage of "Standard Route" Template to approve the process.  "Standard Route" Template can be created with tasks with the objective to "Notify", "Comment", and "Approve".--These tasks can be placed for action in any order as long as there is at least one task to "Approve".  Please see the images below:
