Notify Your Products in the EU SCIP Database

Dassault Systèmes offers relevant applications to support such a plan for efficient use of resources (materials and energy), the circular economy and cut pollution to provide safer products for workers, end-users and recyclers at the end of life. The ENOVIA Materials Compliance Management (MCM) application helps companies identify Substances of Very High Concern (SVHC) in Products and then declare them to the authorities and the downstream supply chain and end-users.

The EU Commission & Council have recently increased product manufacturers' duties with the Waste Framework Directive (WFD, 2018/851 of of 30 May 2018) amending the EU REACH regulation with SVHC in products over the threshold of 0.1 mass of the substance per mass of the first article in the supply chain to be notified to the European Chemical Agency (ECHA). This amendment forces many manufacturers to comply with this EU REACH regulation, while currently few of them do (less than 12%, according to a 2019 November study done by ECHA). This regulatory change could be very similar in terms of effectiveness as other major RoHS regulation for Electrical and Electronic Equipment (EEE) when they became part of the CE marking some years ago.

To fulfill this new mandate, ECHA has designed and put the "Substances of Concern In Product" (SCIP) database into operation. Manufacturers needed to start providing notification of their products, if needed, as of January 5th 2020.  This means less than two years of prevention; this is a very short period for manufacturers to update their information systems and their business processes to collect such data in their supply chain, and to establish which of their products need to be notified. This will become one of the MAIN DRIVERS for Product Environmental Compliance in coming years.
