Materials Compliance apps & dashboard support the EU SCIP database under REACH regulation

European Commission has confirmed with their GREEN DEAL their Chemicals Strategy for Sustainability (CSS) with zero tolerance regarding presence of dangerous chemicals and hazardous substances in products in EU market.

The last two years, EU has changed radically the perspective of their REACH regulation with the amendment included in the Waste Framework Directive (WFD) on 2018 that has established the SCIP - Substances of Concern in Products - database. Since January 2021, under amended EU REACH article 33, any European manufacturers and importers of products in Europe shall now declare their products into the SCIP database if they contain Substances of Very High Concern (SVHC) as listed into the EU REACH Candidate List for authorization over the 0.1% threshold per the lowest articles in their supply chain; they can do this with either creating their notification dossiers in IUCLIDv6 format online with the ECHA - European Chemical Agency - Cloud View portal or creating their dossier with home made or solution provider application and post it to the database using their System to System (S2S) API or web services.

For companies with a large portfolio, manual creation of the dossiers online is not an option because too much manual work; also considering that such dossiers would need to be updated every 6 months, each time the REACH Candidate List is updated if their products are impacted with list changes (new SVHC added).

Dassault Systèmes offer two solutions for helping companies regarding their REACH & SCIP duties:

  • for customers installed base, using 3DEXPERIENCE Platform and the ENOVIA Materials Compliance Management (MCM) application under R2016x to R2021x, the SCIP notification widget could be added on top of the MCM apps for creating, submitting and monitoring the dossier notification.   • starting R2021x FD10, the ENOVIA Materials Compliance Management (MCM) has been enhanced to support the SCIP data out-of-the-box and export dossier using their system to system (S2S) API or web services.

The Materials Compliance application now supports specific Part and Material attributes for article and material categories, and other specific data either mandatory or required by the SCIP database as required by the ECHA agency:

1. SCIP article category filled with EU TARIC code (custom coding for all products)

2. SCIP material category filled with new ECHA materials and mixtures categories, also including additional details about material coating:

After suppliers materials declarations have been collected and regulated SVHC substances over threshold identified, the SCIP notification dossier could be created under the IUCLIDv6 format and submitted to the SCIP database using the Part export function and the new "SCIP" report type:

Companies can control how deep they reveal their product structure (or "Bill of Materials" - BOM) with selecting how many BOM levels they include in the SCIP dossier; they can declare the minimum as level 1 BOM dossier, or "article as such".

After SCIP Notification Dossier has been submitted, the Materials Compliance application can get submission report to check completeness of the submission which details are stored into the 3DEXPERIENCE 3DSpace database for further updates if needed when the REACH candidate List will evolve (every 6 months):
