When you would like to link a submittal date to an existing project milestone such as PDR or CDR you can use the Reference Milestone feature to do this. Currently this functionality is limited to One Time Submittal frequency type submittals and will not work with weekly, monthly or as required type submittals. However there is no limit on the number of one time submittals that you create so it should work.

Data Managers will need to manage the submittal based on project schedule date changes it is not automated to update submittal dates based on updates to the schedule. The preset offset from these milestones set by the Data Manager will make it easy to reschedule the submittals based on changes. Once the Data Manager is notified of project schedule changes that affect the reference milestone, the Data Manager will simply need to execute the reschedule submittal button on the submittal to recalculate the new dates based on the updated milestone dates. Likewise promoting the submittal will also automatically recalculate the dates based on the offset from the Reference Milestone. 

The submittal milestone created may differ from the reference milestone submittal offset calculated date based on the submittal milestone offset as shown in the video because of the different offset for the submittal milestone but the submittal date is calculated using the defined offset from the reference milestone.
