Folks.. Is it mandatory to be the owner of the parts when sending them for release via CA? Currently, if I attach someone else's part to my CA and try to move the CA from In Work to In Approval, it is blocked. 

BTW, we are on R2025x FD03.

My users are not happy with this. Is there a setting that I can turn off to allow this?
