Workbook 2022 does not create a Task Plan until you go to the task plan section and create it. 

In prior versions, it always created the Task Plan when you opened an experiment. In the 2022 release, you have to create the task plan before you create samples. 

An error message "Unable to determine Task Plan Runset ID" is displayed because the Task Plan associated with the experiment has not been created yet. 

This is due to a change in the product functionality and users need to create the task plan before creating samples.
