For some companies the PDM is a central piece of their software or even business infrastructure.
PDM can be used by a lot of people inside a company, not only engineers / technicians. The easier it is to understand and use by "normal" people the better.
Also every useful enhancement to the PDM administration is a time / money saver and makes the PDM admin happy.
It is nice to implement cool ideas into the CAD part of the SolidWorks Software every year (e.g. the color picker in SWX 2021 and so on...) but enhancements to the PDM mean enhancements to a broader audience, not only to the mechanical design team.
And don't forget to get rid of bugs in PDM as well ;)
