Please modify Draftsight and Draftsight Setup that this Software use system proxy-settings. If that's not possible, please add an Option into the Draftsight Installer to setup the Proxy there.
I would prefer to setup the proxy there because the Installer has already Administrator rights and is able to modify "C:\\ProgramData\\Dassault Systemes\\DraftSight\\ProxyServerConfig.xml" without Problems
