Layer State changes in wrong Views

I have a super frustrating problem. When i change the Layer state in a view on a Sheet it some times changes the layer state in other views as well! I spent days creating my model and now i can't print it because when i change View A to a specific layer state it affects view B and vice versa, view C is not affected by A or B though...

I was under the impression that Layer state belongs to the currently active view, is this correct? If not, how else can i reliably assign a layer state to a specific view and make it stay that way? My end goal is to have multiple views on the same model but only show

What i do today is the following (exactly as described in https://my.solidworks.com/reader/draftyoutube/5k8BlYKXbcs/draftsight-2016-layer-state-manager ) :

1. Create sheet

2. Create a few Views within the sheet

3. Go to Layer State manager

4. Create a few layer states

5. Go back to sheet

6. Double-click a view to activate it (thick black border)

7. Open layer state manager, select a layer state and "Activate"

8. Repeat 5-7 with another View, some times it works, some times other views that are not active get affected by clicking "Activate"

My real scenario is obviously a bit more complex with multiple sheets and performing other actions in between some of the steps, like modifying the model. But in the end i'm now stuck n step 8 and from there it always fails.

This is so counter intuitive i almost feel there must be some bug behind it.


I'm also super confused why layers added after a layer state was created appear under "Deleted layers" and can't be added to the layer state without deleting the whole layer state and creating a new one
