I am looking for a way to add "dumb" balloons to my drawings. I know Draftsight has the balloon command but they are tied to entities. Previously in AutoCAD we had a LISP routine (that won't work with Draftsight) where we added a balloon that would point to a line and you typed in an item number. It wasn't tied to any BOM or predefined blocks.

BTW, I'm using Draftsight 2018 x64 SP1
