in Version 25x, I am trying to move an item that is in state "In Work" to a different Change Action. I am the owner of both Change Actions. When I attempt to do it, I keep getting an error telling me I don't have the appropriate licenses to execute this function. 

What license is required to move an item from one CA to another?
