Has anyone had a problem with rotate with reference points?

This is the first time I've ever encountered a problem with this command.

I go through the usual process, but it doesn't let me enter the reference points, I  can select the items to rotate, then select pivot point then it ask's for angle, but won't let me pick 'points' for reference, I can type R, but still only ask's 'Specify reference angle'.

It's doing my head in, it's always been so easy to do, but not any more for some reason, it has points as an option but still won't let me choose any points!

Any enlightenment much appreciated.
