There are many factors affecting the performance of the application or server. One of the common settings overlooked is the Power Plan mode setting on the Server. By default, Balanced power plan is selected to get a balance between power usage and server performance. With this setting, the server CPUs may run at a lower clock speed than they usually do and adversely affecting the overall server/application performance. Change the power plan to High Performance will ensure the CPU will be always running at max clock speed for highest performance.
