you'd think adding .25 thickness to a feature would be simple, right?

ok,  so I got handed this part by a local machine shop and they want me to make a couple of modifications to the part file.   I've been fooling with this thing for the last three straight days and now I'm at the point where I could use some help.

What the machinist wants me to do is to take the curve which forms the central spine of the part (which has "shrike" engraved on it) and add .250 to the height while maintaining the same curvature towards the blade (so offsetting a surface is out)  If you look at the shovel-2 jpeg that I've attached, you'll see the sketch that forms the swept cut for the feature that I'm trying to manipulate.  It just so happens that we can directly control exactly what we want to with a dimension, but that causes a good 70% of the tree beneath it to fail (most of these failed features are fillets)

So I decided to take the direct approach and start repairing the features in the tree one by one, and the first failed fillet makes no sense at all to me.

after Cut-Sweep 2 (which forms the central spine of the part)  there is an extruded cut 5 which goes up to a previously offset surface, surface offset 2.

the sketch geometry for this cut is shown in the shovel-1, and looking at the part from the front elevation, the top of the geometry appears to form a point out of convex curves, but when the feature is activated, the curve suddenly changes to a concave curve, which doesn't make any logical sense to me.  naturally the associated fillet, fillet 11, fails because of the drastic change in geometry, which I don't see as being connected. 

Maybe you guys can take a look and help me figure out just what the heck solidworks is thinking?
