Where is My Design Library

Long story short, Computer crashed, virus apparently, can’t see why had antivirus protection. Any way hard drive wiped on my HP 8730W. Luckily had backed up the night before so only lost 12 hours work. So went from XP to Windows 7 64 bit so I can use all of my ram then spent the next 3 days redoing  my custom property templates, my sheet formats, my drawing templates etc etc . Now when I go to the task bar/ Design library, there’s no one home, have a tool box,  3D Content central and SolidWorks content but not design library folders I thought there were some pre loaded native library features but no nothing there at all. Can someone please direct me to where these are hiding.  Can’t even create library features.

I can’t even get support even though I paid my subscription I made the mistake of being pissed off with my current VAR who was ripping me off and had crap service and thier pushy sales muppet caused me greif with the owners of my company, so I went to a new VAR one who was friendly and helpful and all those things you expect when you shell out over \$3K every year, and SW decided no you can’t change VAR, that would mean you have freedom of choice we can’t allow that. mean while my subscription lapsed with the old VAR that I have to go crawling back too.
