When checking files into PDM on a new computer.

The first time I tried to check them in, PDM wanted to check them in as toolbox parts (see screen shot).

Is there some setting I've missed where it only wants to create toolbox parts? 

Also they were not Toolbox parts when checked out.

Im using solidowrks 2012.
