For reasons I cannot get into I need to update many assemblies that are referencing versions of parts that are not the latest version.  There is no geometric change to the parts, there are a few properties that have changes and that is all.  I found this tool in the EPDM help file:

When I attempt to run this I get and error that I do not have the required rights:
