What makes a Dowel Hole a "Dowel Hole"?

I want to make a set of custom dowel hole that use a c'bore style hole where the c'bore will be the reamed dia & depth of the dowel hole. I want to have my drawings recognize this hole as a dowel hole and auto insert dowel symbols. I have reviewed the dowel hole standard in the tool box and there doesn't seem to be anything in particular that identifies the dowel hole as a dowel hole except the "Type". So far the best option I have found is to use the legacy hole but this doesn't allow the dowel symbol to be inserted automatically & legacy holes don't seem to show up in the Toolbox Hole Wizard standards
