Use an assembly sketch to drive a part's extruded cut

I have a simple tool base assembly.

As part of work flow a part is made and sketches are made in the part.

The part is then inserted into the assembly, mated and a linear pattern is created. - let's say 6 x 2 matrix.

Now we have an assembly made up of the tool base part and 12 parts.

The part sketch created earlier is used to create a set of features in the tool part. I want to simplify the creation of this and it would be really handy if I could create a sketch in the assembly itself that would be used as the sketch for a extruded cut in the tool part.

I guess what I am asking is:

1) Is there a way to use an assembly sketch to drive a part's extrusion?

2) Is there a way to have a sketch automatically convert all enties in a sketch of a certain name when the part is added to the assembly?
