I'm working through the mill tutorial, and it's working better than previous versions.   I have a question related to setup costs.  I've copy-pasted a segment from the instructions:

Next, you add setup costs to mill and drill a pocket feature.

1. Expand the first Setup Operation.  The setup costs that are displayed do not include the setup costs for the equipment to machine the part. To manufacture this part, you need a milling machine and a drill press.

My question is about the setup costs diplayed.  The instructions tell us what the costs don't include, but they don't tell us what the costs do include.  So, is the \\\$5.00 figure based on the first bill to come out of somebody's pocket?  Where does that number come from?
