when sending my activation request file I receive the error (transaction type mismatch expected "activate" but found "") I am having no

luck sorting this out. My VAR does not want to deal with it. I am wondering if there is something in the request file text that causing the problem.

The version is 2006 SP0 (I know it is old and will update soon) I will appreciate any help.
