Using SW 2016 SP2.0

I'm trying to attach a geometric tolerance to and edge in a detail view using a leader, pulling it up so it makes an extension line in the view.  The leader truncates and is about an inch away from the detail view.  I have tried enlarging the detail view to encompass the entire part, adding the geometric tolerance and then re-sizing the detail view to be smaller, but that did not fix the problem.
