Good morning.

Here is a basic mating question.  Attached is a simple example of a problem that I am having.  "Concept 6" is intended to be 3" above the top plane and concentric to "Stem".  I have also put a tangent mate with "Lipstick Dummy" ,  Concept A is intended to be free to rotate around the stem.  AS soon as I rotate Concept A, the tangent mate is corrupted.  Is there a way to stop that from happening?  Is my approach faulty?
