I am using 2013 on SP3.0 and the symmetry restraint is not available in a sketch when all the lines are construction lines (see 'no symmetry' attached). Change the two lines to be symmetrical into normal lines and you can add symmetry (see 'symmetry' attached) then convert them back to construction lines. I assume there is no good reason for this?
