SW will not start!

We have a computer that refuses to start the SW application.  We try the desktop short cut and double clicking on a file with nothing more then a hour glas for a few seconds.  In the task manager we can see that the SW license service does start.

We use network licensing.  The network is functioning. I have no way to know if the license server is found.  The server is running because many others are useing SW.

The SW RX says SW is not running, service pack database is not available, and toolbox is loaded local. Everything else is a gree check mark.

Any idea?
